If your horse is having problems with flies you can spray some fly repellent on your horse or you can apply petroleum jelly. It  makes a barrier so that flies do not land and bite.
To test for dehydration by quickly pinching a fold of skin on the neck. It should return back to normal as soon as you let go. If it takes time to smooth out, the horse may by dehydrated.
